EXPECTED DA RISE FROM JULY 2015 (1-7-2015) FOR CENTRAL GOVT. EMPLOYEES
Now that 6% D.A. rise is ESTABLISHED for Central Govt.employees w.e.f. 1-1-2015 after declaration of All India Consumers price index AICPIN for December 2014, the estimation for rise in D.A. w.e.f. 1-7-2015 is a topic of hot discussion.
Presently, AICPIN for December 2014 is declare which remained stationary at 253 points.Thus with present scenario, the estimation of DA rise w.e.f. 1-7-2015 has become a complex exercise. For this purpose, we would consider folowing cases:

CASE-I: There is no change in AICPIN for next 6 months :
Let us assume that for next 6 months i.e. January 2015 to June 2015, the AICPIN neither rises nor declines and remains constant at 253 points for all these months. The calculation of DA rise in this case indicates that, the DA rise would be 5% w.e.f. 1-7-2015.CASE-II: The AICPIN increases by one point every month for next 6 months:

CASE-III: The AICPIN increases by TWO points every month for next 6 months:

CONCLUSION: By analysing above different situatios, we can conclude that minimum DA rise may be 5% and maximum 10% w.e.f. JULY 2015. However effect of decline in AICPIN is not considered at this stage.We will discuss the same also whenever such situation arises.

AICPIN for SEPTEMBER 2014 is declared on 31-10-2014 which remained stationary at 253 points.Thus with present scenario, the estimation of DA rise w.e.f. 1-1-2015 has been carried out with the help of following cases:

Let us assume that for next 3 months i.e. October 2014 to December 2014, the AICPIN neither rises nor declines and remains constant at 253 points for all these months. Consumer Price Index for Industrial Workers (CPI-IW) – September, 2014
The All-India CPI-IW for September, 2014 remained stationary at 253 (two hundred and fifty three). On 1-month percentage change, it remained stalic between August, 2014 and September, 2014 when compared with the rise of 0.42 per cent between the same two months a year ago.
The largest downward pressure to the change in current index came from Food group contributing (-) 1.04 percentage points to the total change. At item level, Fish Fresh, Poultry (Chicken), Chitlies Green, Ginger, Onion, Tomato, Brinal, French Beans, Lady’s Finger, Apple, Sugar, Medicine (Allopathie), Petrol, etc. are responsible for the decrease in index.
However, this decrease was restricted to sore extent by Rice, Wheat Atta, Arhar Dal, Potato, Cauliflower, Tea (Readymade), Snack Saltish, Bidi, Cigarette, Electricity Charges, Cinema Charges, Toilet Soap, Tailoring charges. etc.. putting upward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 6.30 per cent tbr September, 2014 as compared to 6.75 per cent for the previous month and 10.70 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 6.46 per cent against 7.63 per cent of the previous month and 13.36 per cent during the corresponding month of the previous year.
At centre level, Goa reported a decrease of 10 points followed by Nagpur (5 points). Among others, 4 points fall was observed in 6 centres, 3 points in 4 centres, 2 points in 9 centres and 1 point in 19 centres. On the contrary, Tripura recorded the maximum increase of 6 points followed by Lucknow & Jalpaiguri (4 points each) and Rourkela & Rangapara-Tezpur (3 points each). Among others, 2 points rise was registered in 8 centres and 1 point in 12 centres. Rest of the 13 centres’ indices remained stationary.
The indices of 37 centres are above and other 41 centres’ indices are below national average.
The next index of CPI-IW fut the month of October, 2014 will be released on Friday, 28 November. 2014.

CASE-III: The AICPIN increases by Thitreen (13) points the month of JUNE 2014. (which is more unlikely)
In this case, the DA rise would be8% w.e.f. 1-7-2014. But practically, this much steep rise in AICPIN in a single month is most unlikely.
CASE-IV: The AICPIN declines by ONE point for the month of JUNE 2014.
In this case, the DA rise would be 7% w.e.f. 1-7-2014.
CASE-V: The AICPIN declines by TWO points for the month of JUNE 2014 .
In this case, the DA rise would be 6% w.e.f. 1-7-2014.
CONCLUSION: By analysing above different situations, we can conclude that minimum DA rise may be 6% and maximum 7% w.e.f. July 2014. The maximum possibility is 7% rise. IT IS VERY DIFFICULT TO REACH 8% RISE. The final position would be intimated after declaration of AICPIN for the month ofJune 2014, . However from present scenerio, 7% DA rise is most likely w.e.f. July 2014.

Consumer Price Index for Industrial Workers (CPI-I W) – April, 2014
The All-India CPI-1W for April, 2014 increased by 3 points and pegged at 242 (two hundred and forty two). On 1-month percentage change, it increased by 1.26 percent between March, 2014 and April, 2014 when compared with the rise of 0.89 percent between the same two months a year ago.
The largest upward pressure to the change in current index came from Food group contributing 2.53 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta, Moong Dal, Fish Fresh, Goat Meat, Milk (Buffalo), Vegetab’es & Fruits, Sugar, Electricity Charges, etc, are responsible for the increase in index. However, this increase was restricted to some extent by Petrol putting downward pressure on the index.
The year-on-year inflation measured by monthly CPI-1W stood at 7.08 percent for April, 2014 as compared to 6.70 per cent for the previous month and 10.24 percent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.76 per cent against 7.50 per cent of the previous month and 12.39 per cent during the corresponding month of the previous year.
At centre level, Angul-Talcher, Amer and Asansol recorded the maximum increase of 7 points cach followed by Ludhiana, Ernakulam, Kodarma, Giridih and Tiruchirapally (6 points each) and Nagpur, Ghaziabad, Rangapara-Tezpur. Salem and Jabalpur (5 points each). Among others, 4 points rise was registered in 12 centres, 3 points in 16 centres, 2 poInts in 24 centres and 1 point In 8 centres. On the contrary, Munger-Jamalpur reported a decline of 4 points. Indices of remaining 4 centres observed no change.
The indices of 36 centres are above and other 41 centres are below national average. The index of Munger-Jamalpur is at par with all-India index.
The next index of CPI-1W for the month of May, 2014 will be released on Monday, 30 June, 2014. The same will also be available on the office website www,labourbureau.gov.in

CASE-I: There is no change in AICPIN for balance 3 months .
Let us assume that for balance 3 months i.e. April, May & June 2014, the AICPIN neither rises nor declines and remains constant at 239 points for all these months. The calculation of DA rise in this case is shown below. In this case, the DA rise would be 6% w.e.f. 1-7-2014.CASE-II: The AICPIN increases by one point every month for balance 3 months:
The calculation of DA rise in this case is shown below. In this case, the DA rise would be 6% w.e.f. 1-7-2014.
CASE-III: The AICPIN increases by TWO points every month for balance 3 months:
The calculation of DA rise in this case is shown below. In this case, the DA rise would be 7% w.e.f. 1-7-2014.
CASE-IV: The AICPIN increases alternatively by TWO points , ONE point and TWO points every month for balance 3 months:

CASE-V: The AICPIN increases alternatively by ONE point , TWO points and ONE point every month for balance 3 months:

CASE-VI: The AICPIN increases by ONE,TWO and THREE points respectively for balance 3 months:

The calculation of DA rise in this case is shown below. In this case, the DA rise would be 5% w.e.f. 1-7-2014.
CONCLUSION: By analysing above different situations, we can conclude that minimum DA rise may be 5% and maximum 7% w.e.f. July 2014. The maximum possibility is 6% rise.For any change in sceniaro after declaration of AICPIN for the month of April 2014, we will discuss the same also whenever such situation arises.

Consumer Price Index Numbers for Industrial Workers (CPI-IW)- March 2014
According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for March, 2014 increased by 1 points and pegged at 239 (two hundred and thirty nine). On 1-month percentage change, it increased by 0.42 per cent between February, 2014 and March, 2014 compared with the rise of 0.45 per cent between the same two months a year ago.
The largest upward pressure to the change in current index came from Food Group contributing 0.99 percentage points to the total change. At item level, Rice, Wheat, Goat Meat, Milk (Buffalo), Vegetables and Fruit items, etc. are responsible for the increase in index. However, this increase was restricted to some extent by Groundnut Oil, Fish Fresh, Poultry, Eggs (Hen), Onion, etc. putting downward pressure on the index.
The year-on-year inflation measured by monthly CPI-IW stood at 6.70 per cent for March, 2014, as compared to 6.73 per cent for the previous month and 11.44 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.50 per cent against 13.21 per cent of the previous month and 14.98 per cent during the corresponding month of the previous year.
At centre level, Bokaro recorded the highest increase of 8 points each followed by Godavarikhani & Chhindwada (7 Points each), Rangapara Tezpur (6 points) and Kanpur & Durgapur (5 points each). Among others, 4 points rise was registered in 7 centres, 3 points in 6 centres, 2 points in 9 centres and 1 points in 22 centres. On the contrary, Quilon and Guwahati reported a decline of 5 points each followed by Coimbatore (3 points), 2 points in 3centres and 1 point in 6 centres. Indices of 16 centres observed no change.
The indices of 36 centres are above All-India Index and other 41 centres’ indices are below national average. The index of Tiruchirapally centre remained at par with all-India index.
The next index of CPI-IW for the month of April, 2014 will be released on Friday, 30 May, 2014. The same will also be available on the office website www.labourbureau.gov.in.
